Why do Telegram messages sometimes take a long time to deliver during an outage?
Telegram's messaging servers are distributed across multiple data centers. Regional degradation causes your client to fall back to alternate DCs, adding latency. Your phone may show messages as "sending" for minutes while the client negotiates a healthy path.
