If a PayPal payment fails at checkout, does the merchant still get paid?
No. Failed PayPal transactions do not move money. The customer sees an error at checkout and typically retries or abandons. Merchants do not get charged for failed transactions and are not owed funds from them.
Is Venmo down when PayPal is down?
